History
Research Center under IRIEC has a long history, which was established along with the growing development of plantation companies in the Dutch period. Institutions referred (IRIEC) was a result or merger between research institute of plantation (ex BU-Cess), governmental estates research institutions and research institutions of state-owned plantations.
Minister of Agriculture Decree No. 823/Kpts/KB.110/11/89 set the Management and Funding Relocation of Plantation Research Stations, which consists of Plantation Research Station (BPP) Bogor, BPP Jember, BPP Sembawa, BPP Sugei Putih, BPP Medan, and BPP Tea and Chincona Gambung, from The Indonesian Agency for Agricultural Research and Development (IAARD) - Ministry of Agriculture to the Indonesian Planters Association for Research and Development (AP3I), with the provision that the those research stations is still government-owned status. After going through various stages of change, the Association of Indonesian Sugar Plantation Research (AP2GI) in 1996 joined AP3I to form APPI (IPARD).
IPARD was established by notarial deed Yetty Taher, SH., Jl. Panglima Polim Raya No. 100 Kebayoran Baru, and the Minister of Justice Decree No. Y.A7/16/13, dated October 22, 1974. APPI Extraordinary General Meeting Council on 18 November 2002 set APPI reorganization program by forming Indonesian Research Institutes for Estate Crops - IRIEC (LRPI). IRIEC serves as a "holding" for the Research Centers of Plantation. LRPI based in Bogor and led by an Executive Director.
VISION, MISSIONS & STRATEGIES
IRIEC Vision determined in accordance with the vision of Agriculture and Rural Development Indonesia 2020, Indonesia Plantation Development Vision 2020 and IAARD Vision 2020. IRIEC as one of the few research institutions that deal with export-oriented commodities, and has become a reference point for international research institutions and have been able to meet most of their own needs for operational purposes, and produce technology and provide services to its stakeholders, has a vision:
"Being a proactive estate research and development institute, participative, and high-quality in creating, engineered, and developing useful science and knowledge for agribusiness development".
In order to support the realization of the vision, IRIEC mission include the following:
- Creating, reverse, and develop a strategic technology and environmentally friendly along with development policies recommendations in the areas of plantations according to user needs,
- Implementing technology escort to the users level,
- Increasing sustainable capacity of IRIEC in order to provide excellent service to users, and
- Building IRIEC independency and to create an image as a leading research institute of plantation

IRIEC formulated strategies to achieve the vision and mission are as follows:
- Technology innovation future-oriented and environmentally friendly as well as produced in a short period of time and impacted globally.
- Improving the plantation competitiveness at the perspective of the wide-scale area and labor
- Optimizing resources to accelerate the development of downstream industries
- Outsource funding for research activities and business and research human-resource outsourcing and Networking with the International/National Institute.
- Increasing collective business unit (cross-unit work) with utilizing competencies in product development and providing superior quality services.

HUMAN RESOURCES
At the end of August 2007, IRIEC employ 3285 employees with the composition of type IA-IID is 2694 employee and type IIIA-IVD is 585 employee (including 264 researchers).
Compared with the beginning of 2002, there was a decrease in number of employees as many as 203 people. This was caused by the retirement of 190 supporting employees and 48 researchers employees. On the other hand, institution has received 49 new researchers / at the field of business. Supporting-employee recruitment exclusively taken at the section which is potencial for increasing revenue particularly for employees who have become non-permanent employees in the long term. Hiring researchers aimed to maintain the continuity of research programs and improve the composition. Thus the acceptance policy is based on ideal energy needs to carry out research programs for 5 (five) years and replace researchers who went out.
IRIEC employee competence coaching done through formal and nonformal education. In the year 2002-2007 as many as 56 employees at Research Center/Station Unit LRPI scope has had the opportunity to continue his studies to a higher level. Among as many as 30 people have successfully completed the study consisting of 22 doctoral degree (S3), 4 Master degree (S2), 1 undergraduate (S1), and 3 Diploma.
On the other hand, 5 doctoral degree resigned whom take the opportunity to work in other institutions.
To overcome these problems, institution has taken a policy in hiring researchers fot part-time at other institutions both in the context of technology dissemination and networking improvements that will benefit IRIEC. In this case, 5 researchers were employed at other institutions. In addition, IRIEC has extended the tenure of 4 researchers through employment contracts (professional workers) and 2 (two) people through the 60 year retirement mandatory program.
